A more competitive spot market for Brazil’s natural gas

The proposed auction of natural gas belonging to the Union may become an important instrument for increasing short-term liquidity and developing a Brazilian spot market.

One market proposal is that the gas should be offered through an independent trading platform rather than commercialized by Petrobras. Dividing the available volumes into smaller products could broaden access and allow more buyers to participate.

A functional spot market would nevertheless require more than additional gas volumes. Standardized contracts, transparent pricing, infrastructure access, credit-risk management and a reliable virtual trading point would also be necessary.

Legal & Commercial Implications

The development of a more liquid market may require:

  • standardized gas sale agreements
  • transparent auction and allocation rules
  • access arrangements for processing and transportation infrastructure
  • credit support and bilateral risk-management mechanisms
  • balancing, nomination and delivery procedures
  • competition safeguards and market-monitoring rules
