NR 10 update

In January 2026, Petrobras highlighted the revision of Regulatory Standard No. 10 (NR 10), approved by the CTPP in December 2025 and scheduled for official publication in 2026.

The main innovation is the inclusion of arc flash risks in the hazard inventory of the Risk Management Program (PGR). Previously, the standard focused only on electric shock protection; now it also recognizes risks arising from dielectric rupture, which can generate sparks, intense heat, and severe burns.

Another advance is the standardization of the logical sequence of the regulation, aligned with the life cycle of electrical installations. Concepts such as routine and non-routine activities were defined, with mandatory Work Permits (PT) for non-routine tasks. Training requirements were also updated, now covering not only Power and Consumption Electrical Services (SEP) but also telecommunications activities.

From a legal perspective, the regulation requires a prior risk assessment for the waiver of arc flash PPE in non-electrical activities, strengthening operational safety and protecting employers in case of inspections or litigation.

Petrobras also announced the publication of a Human Factors Guide on its supplier channel, prepared by the SMS team, with guidelines on fatigue, attention, communication, and ergonomics. This reinforces the company’s commitment to disseminating best practices and ensuring that suppliers and partners are aligned with a high standard of responsibility and prevention throughout the value chain.

In summary, the NR 10 update represents a milestone in protecting electrical workers and corporate responsibility, expanding the scope of the regulation, reinforcing training requirements, imposing stricter risk management, and complementing safety strategies with initiatives such as the Human Factors Guide. It is an advance that combines operational safety and legal responsibility, consolidating a new level of prevention and protection in the electrical sector.
