Government establishes extraordinary secretariat for the carbon market

The Brazilian federal government has created the Extraordinary Secretariat for the Carbon Market, a temporary body within the Ministry of Finance, through a decree published on October 16, 2025. The new secretariat will be responsible for overseeing the implementation of the Brazilian Greenhouse Gas Emissions Trading System (SBCE) until a permanent regulatory agency is established, as outlined in Law 14.558/2024.

According to Decree 12.677/2025, the secretariat’s main responsibilities include developing studies, projections and decarbonization scenarios, as well as conducting economic analyses related to SBCE regulations. It will also organize public consultations on proposed regulatory measures, coordinate actions with other government bodies on climate and environmental policy, and represent the Ministry of Finance in committees focused on climate, environment and decarbonization strategies.

The new body will also promote technical cooperation programs, host events and produce reports aimed at supporting the country’s climate goals. In addition, it will regulate conformity assessment processes, accredit inspection bodies and ensure the dissemination of information through official publications and digital platforms.

By creating this secretariat, the government takes an important step toward structuring Brazil’s carbon market and aligning national economic policy with climate commitments. The initiative strengthens the institutional framework needed to manage emissions trading, attract investment in low-carbon technologies and advance the country’s transition toward a more sustainable economy.
