The Mercosur–EFTA Free Trade Agreement will begin producing bilateral effects between Brazil and Norway on November 1, 2026.
The agreement introduces preferential tariff treatment across a wide range of products while also addressing trade facilitation, technical barriers, services, government procurement, intellectual property and sustainable development.
The Brazil–Norway dimension is particularly relevant to the offshore and maritime industries. Norway has a substantial business presence in Brazil through companies active in drilling, marine technology, automation, vessel operations and lower-emission offshore solutions.
Impact on Brazil
The agreement may facilitate:
- imports of Norwegian offshore technology and marine equipment
- Brazilian exports into the Norwegian market
- supplier partnerships between Brazilian and Norwegian companies
- cross-border investment in maritime and energy projects
- technology cooperation
- greater integration between the two offshore supply chains
For Brazilian operators and contractors purchasing Norwegian equipment, tariff preferences may improve project economics where the relevant goods satisfy the agreement’s origin requirements.
Legal & Contractual Implications
Companies seeking to benefit from the agreement should assess:
- tariff classification of relevant products
- applicable tariff-reduction schedules
- rules of origin
- documentary proof of origin
- direct transport requirements
- customs procedures
- treatment of components sourced outside Mercosur or EFTA
- impact of tariff savings on existing supply agreements
Preferential treatment is not automatic merely because a supplier is Norwegian or Brazilian. Eligibility depends on the specific product, its origin and compliance with the applicable documentation requirements.
For offshore companies operating across both jurisdictions, the agreement creates an opportunity to revisit procurement structures and determine whether existing supply chains can be reorganized to benefit from preferential treatment.
