Petrobras agreement clears the way for the Union’s first natural gas auction

PPSA and Petrobras have entered into a three-year agreement appointing Petrobras as commercial agent for natural gas belonging to the Federal Government under pre-salt production sharing arrangements.

The structure provides for transactions involving rich and processed gas between the two companies, allowing PPSA to offer processed Union gas directly to the market.

The agreement removes an important operational obstacle to the first auction, now expected in October 2026.

Market Impact

The auction may:

  • introduce an additional source of gas into the competitive market
  • create new supply alternatives for industrial consumers
  • improve price discovery and commercialization transparency
  • encourage participation by traders and large consumers
  • support greater liquidity in Brazil’s natural gas market
  • strengthen the Federal Government’s role as an independent gas seller

The commercial impact will nevertheless depend heavily on processing, transportation and infrastructure-access costs.

Legal & Contractual Implications

Prospective participants should assess:

  • qualification and bidding requirements
  • gas sale and purchase structures
  • firm versus flexible delivery obligations
  • pricing and indexation mechanisms
  • credit support and payment guarantees
  • nomination, balancing and delivery procedures
  • access to processing and transportation infrastructure
  • allocation of operational and volume risks

The use of Petrobras as commercial agent also creates an important interface between the dominant incumbent and the broader policy objective of increasing market competition, making transparency and contractual clarity particularly relevant.
