PPSA offers 13.9 million barrels in eighth spot auction

PPSA will hold its eighth spot auction of the Federal Government’s oil on August 26, offering approximately 13.9 million barrels from the pre-salt.

Approximately 13 million barrels will come from Búzios and 900,000 barrels from Atapu, with deliveries scheduled between October and December.

Sixteen companies have been invited to participate.

Market Impact

The auction reinforces the growing relevance of the Federal Government as a direct crude seller and may:

  • broaden competition for pre-salt cargoes
  • create opportunities for traders and refiners
  • increase tanker and export logistics demand
  • provide additional market-based price references for Brazilian crude
  • expand commercial interaction between PPSA and international buyers

Legal & Commercial Implications

Participants should assess:

  • auction qualification and bid procedures
  • Brent-linked pricing mechanisms
  • lifting and delivery obligations
  • cargo nomination and scheduling
  • title transfer and payment security
  • shipping, terminal and operational interfaces
  • sanctions and international trade compliance
