Regulatory certainty becomes a competitive advantage

Global competition for energy investment increasingly depends not only on natural resources but also on regulatory predictability.

Two recent Brazilian developments reinforce this trend.

First, IBAMA’s approval of the Campos Basin Area Plan strengthens emergency response planning for offshore operations by establishing coordinated procedures among operators and public authorities. This contributes to greater operational certainty for companies active in one of Brazil’s most important producing regions.

Second, the government has launched a public consultation to update the classification of renewable and synthetic fuels, seeking to modernize the regulatory framework for advanced biofuels, renewable hydrogen derivatives and e-fuels.

Clearer classifications may facilitate:

  • project financing
  • certification processes
  • international trade
  • ESG compliance
  • development of future incentive mechanisms

Together, these initiatives reinforce Brazil’s efforts to improve both offshore operational governance and the regulatory framework supporting the energy transition.
