Local content and the formation of Brazil’s battery supply chain

Brazil’s first battery storage auctions, expected to include local content requirements, are already attracting foreign manufacturers interested in establishing operations in the country.

International suppliers, including Chinese and US manufacturers, have reportedly approached BNDES to evaluate the qualification routes, investment structures and industrial arrangements required to participate in the emerging Brazilian market. Currently, only a limited number of domestic suppliers are accredited to meet the expected financing and local content requirements.

The initiative combines energy security objectives with an industrial policy strategy aimed at developing local manufacturing capacity for battery energy storage systems.

Market Impact

The proposed framework may stimulate:

  • establishment of battery manufacturing and assembly operations in Brazil
  • partnerships between foreign technology providers and Brazilian industrial companies
  • investments in components, integration systems and associated services
  • recurring demand for storage capacity as renewable generation expands
  • greater participation by BNDES and other financing institutions in battery projects

The long-term attractiveness of the market will depend not only on the first auctions, but also on regulatory continuity and sufficient demand to support manufacturing investments after the initial procurement cycle.

Legal & Contractual Implications

Companies evaluating entry into Brazil’s battery market should assess:

  • local content thresholds and qualification criteria
  • BNDES accreditation and financing requirements
  • corporate structures for establishing manufacturing operations in Brazil
  • technology licensing, supply and joint venture arrangements
  • penalties and remedies for failure to meet local content obligations
  • long-term offtake, operation and maintenance structures

The auction documents will be particularly relevant in defining how national content will be calculated, evidenced and enforced.
