BNDES reduces financing friction for energy-efficiency projects

BNDES has reformulated FGEnergia, its guarantee mechanism for energy-efficiency financing, eliminating the guarantee fee through December 2027.

The program is focused on micro, small and medium-sized companies and may guarantee up to 80% of financed amounts, with a maximum guaranteed exposure of R$10 million per client at each participating financial institution.

The number of financial institutions capable of operating the product has also been significantly expanded.

Market Impact

The measure may support investments involving:

  • industrial energy-efficiency upgrades
  • modernization of equipment and production systems
  • more efficient heating and cooling systems
  • energy-management technologies
  • replacement of inefficient machinery
  • distributed and integrated efficiency solutions

By reducing guarantee costs and simplifying access to credit, the program may help projects that are economically viable but face difficulties obtaining financing due to limited collateral.

Legal & Contractual Implications

Companies considering financed projects should assess:

  • eligibility requirements
  • financing and guarantee documentation
  • allocation of equipment-performance risk
  • EPC and equipment-supply warranties
  • energy-savings performance commitments
  • security packages and lender rights
  • conditions for disbursement
  • default and guarantee-enforcement mechanisms

For technology and service providers, the expansion of financing availability may also create opportunities to structure energy-performance and turnkey efficiency contracts.
