Transpetro pre-qualification opens a targeted route for international marine inspection providers

Transpetro has launched a pre-qualification process for specialized technical services related to the inspection of vessel construction, assembly and commissioning activities.

For suppliers seeking to participate in restricted tenders associated with the current call, the relevant deadline is September 30, 2026, at 11:59 p.m. Brasília time.

Importantly, the official notice requires more than the application form. Suppliers should submit the supporting documentation necessary to demonstrate compliance with the applicable pre-qualification requirements within the same deadline.

Although the pre-qualification process remains permanently open, suppliers qualifying after this date would only be eligible for future procurement opportunities associated with subsequent notices.

The process expressly accepts both Brazilian and foreign companies, creating a particularly relevant opportunity for international inspection and marine engineering providers.

Market Impact

The qualification criteria reveal the profile of suppliers Transpetro is seeking for its vessel-construction programs.

Applicants must demonstrate previous technical inspection experience involving at least one vessel of 15,000 DWT or more during the preceding ten years, in connection with newbuilding, dry docking or conversion of vessels or platforms into FPSOs.

The relevant services must have been performed at a shipyard located in:

  • China
  • South Korea
  • Singapore
  • Japan

Applicants must also demonstrate an operational presence in Asia through an office in at least one of those jurisdictions.

The requirements may favor international companies already embedded in Asian shipbuilding centers, particularly those experienced in owner-side supervision, quality inspection, commissioning and newbuilding projects.

For qualified companies, the process provides a potential entry point into Transpetro’s broader fleet-renewal cycle without requiring an established Brazilian technical track record at the initial stage.

Legal & Contractual Implications

Foreign applicants should pay particular attention to:

  • corporate documents proving the authority of the signatory
  • powers of attorney where representation is not evident from constitutional documents
  • technical-capacity certificates issued by vessel owners
  • identification of vessel name, IMO number, shipyard and service period
  • classification certificates issued by IACS member societies
  • evidence of the relationship between the individual signing the technical certificate and the issuing company
  • government-issued documentation proving the required Asian office
  • consistency between corporate registrations, technical certificates and application data
  • correct identification of each electronic file according to the corresponding qualification requirement

Technical documentation may be submitted in Portuguese, English or Spanish, reducing one important barrier for international applicants.

Consortium participation, however, is not permitted. Applicants must therefore demonstrate compliance with the qualification requirements through the individual legal entity participating in the procedure.

Because the official notice requires both the application and supporting documentation for participation in tenders arising from the current call, foreign suppliers should treat September 30 as the deadline for the complete qualification package, rather than for the application form alone.
