Petrobras procurement outlook

Petrobras continues to launch procurement opportunities across offshore services, subsea operations and maritime support activities, reinforcing Brazil’s position as one of the most active offshore markets globally. Several ongoing tenders highlight the sustained demand for engineering, logistics, offshore support vessels and specialized technical services in Brazil’s oil and gas sector.

Among the opportunities currently available are:

  • chartering of accommodation vessels with maritime hotel services
  • chartering of AHTS vessels with specialized technical services
  • procurement related to PLSV vessel chartering programs
  • subsea interconnection services and equipment refurbishment
  • offshore maintenance and engineering services
  • technical support services for Petrobras operational units

For international contractors and vessel operators, participation in Petrobras procurement processes often requires careful legal structuring, including vendor registration, consortium arrangements, compliance with local content rules and contractual risk allocation under Petrobras model agreements.

Petrobras is conducting large international procurement processes related to subsea infrastructure and the supply of flexible risers and flowlines, as well as engineering packages associated with refinery modernization projects.

Legal considerations for bidders

Companies intending to participate in Petrobras procurement procedures should carefully assess:

  • compliance with Petrobras bidding and vendor registration requirements
  • contractual risk allocation under Petrobras standard contracts
  • local content and operational compliance obligations
  • environmental and safety requirements applicable to offshore operations

Foreign contractors and service providers frequently require legal assistance in structuring consortium arrangements, charter agreements, service contracts and compliance strategies when entering the Brazilian market.

Our team has extensive experience advising offshore contractors, vessel owners and service providers participating in Petrobras procurement processes and structuring operations in Brazil.
